Mysterious Song

This certainly seems to be a coon song, i.e. one which bases its humor on the idea that the characters are "coons", that is, black, and thus acting foolishly in ways which the singer and his audience would not. And yet the song is about a man who dresses impeccably, has enough money to tip the judge...
